William (Bill) Morgan

Vision

​

The Catalina Foothills School Board needs to take a more active role in directing district affairs. The current board relies too heavily on the Superintendent for governance and decision making.

Use my experience in budgeting, building management, and governing board leadership to improve board and school district operation.

Work to develop a district policy that identifies when vaccines, mask requirements, and school closures can be implemented, that uses science and parental input to schedule a board vote.

Make Catalina Foothills Schools Arizona’s best choice for teaching with a focus on class size, best pay and environment for teaching.

Evaluate the school district's site safety plan for security risks, and mitigations at all schools and other district facilities.

Review need for a bond and override levies that provide for new construction when 2/3 of the CFSD population is open enrollment students.

Complete a new strategic plan with a focus on improving outcomes in student learning. Target improvements in core education and move away from political and social issues.

We need open, easy access to curriculum and lesson plans for parent review. We need parental opt in approval for all school programs that are outside the basic educational offerings at all our schools.

Bio

​

I am retired from healthcare facility management in and now live in Tucson with Debbie, my wife. We have two children that both love Tucson, especially in the winter.

Education

​

I have earned a Bachelor of Applied Science and a certificate of completion of a two-year Heating, Ventilation, and Air Conditioning program at Boise State University.

Work History

​

  • I worked as a healthcare facility director for St. Alphonsus Regional Medical Center, St. Luke’s Regional Medical Center in Boise, and Saint Patrick Hospital in Montana.

  • I served as the assistant liaison officer for emergency management with the U.S. Navy Reserve for the State of Idaho for ten years and as a records specialist with the Sea Bees for 10 years.

  • I retired from the U. S. Navy in 2000.

  • While working in healthcare I was elected to represent the northwest as a regional director for the American Society for Healthcare Engineering, (ASHE) for two terms and was elected President of ASHE in 2006. I am a fellow with the American Society of Healthcare Engineering.

  • I worked part time for the Joint Commission for Healthcare accreditation as an environment of care inspector for licensing compliance throughout the United States.

 

Experience

​

  • 6 years serving as a member of the governing board for ASHE.

  • 1 year serving as president of the Board.

  • Multiple years serving as a committee member of the Education Committee for ASHE as well as being a member of multiple other committees.

  • Chairman of the Environment of Care Committee at three different hospitals Managed multiple buildings and staff in three large healthcare systems.

  • Taught classes in healthcare compliance, safety, and engineering to groups at national conferences and local hospitals.

  • While working as an apprentice for the Union Pacific Railroad I was elected as the local chairman of the Brotherhood or Railway Carmen in Idaho.

  • Managed budgets for operations, staffing, and capital budgeting for large healthcare facilities.
